He's pretty sure that a lot of their colleagues have not even read those more amusingly phrased texts. Shealtiel is rising above the masses with more ease than appropriate here. ]
Normally, I would demand a proper law school education for any subordinate of mine. Self-study in the library is admirable but does not replace legitimate training. However... There is a concerning lack of well-educated personnel here. No, it is more apt to say there is a concerning lack of even badly educated personnel among the Lost Souls.

( He's so serious about this. Words like this from anyone else might come off as fake, but the earnest and eager way Shealtiel holds himself makes it far too apparent that he's serious. He just wants to be worth something, really, and he's a hard worker to make it happen.
Just don't question his body count. )
Can I start working right away? I've heard that there are a lot of requests coming in for warrants around the Stardust investigations. Everyone's been talking about it.

[ Demonstrating what a good and reasonable work attitude he has, van Zieks picks up his wine glass and swirls it a little - though he's still not drinking. ]
We are being swamped with requests for search warrants for various establishments around town - the leftmost stack of paper you can see is ones that still need answering. The expectation appears to be that we will hand out warrants without question, but my office does not support this amount of negligence among the field agents. We properly investigate each request and only hand out warrants if the state pf evidence is sufficient.

( Shealtiel had of course noticed that many corners were cut here with the locals. It's not that he's super opinionated on it himself, but this does sound like something that the Enma would only encourage and be impressed by, right? If the Enma is capable of being impressed.
...At the very least, it sounds like something impressive to most people. It also sounds like something he can handle, and a great way to become more and more familiar with the way things work around here. )
I can see why you want more familiarity, in that case. But I still think I can handle it.
( Paperwork! His area of expertise! He glances down, unfolding his journal that's at the top of his stack of belongings and marking a little note in angelic writing. So, on the one hand, making sure warrants are handed out, but more importantly, making sure they are done legally. He's more confident the more he thinks about it. Closing his journal, he leans forward a little, reaching to take a paper from the leftmost stack. To get a preview. )

Van Zieks suppresses another sigh and nods. ]
If you please. Since these are extraordinary circumstances, your trial period is until the end of this work-day. If you convince me that you are quick on the uptake, you'll hold full responsibilites by tomorrow.
[ Which is also insane, but there is no time to train. LET'S GO; FOOT OFF THE BRAKES. ]

( A fast track to more usefulness is exactly what he wanted. Shealtiel reads over the one in his hand for a moment longer, he nods confidently and stands. Returning it to the stack, and then adding his own pile on top, he confidently takes the whole thing. )
I'll be back at least a half hour before the end of today to go through my work on these, then. Is that enough time? ( Maybe an hour? He can push to do it all through then, probably... He's not going to take any breaks, but he doesn't really feel like he needs them. What would he even do... He doesn't know... )

[ Van Zieks would love for it to be even faster, but even as a rather tyrannical boss he realizes there are limits to what new untrained employees can do.
He is about to wave his hand to indicate that Shealtiel is dismissed, as something crucial crosses his mind. ]

Sure enough, it's about a half hour before the end of the work day when he re-approaches the office. There's a stack in his arms, even larger than the first due to any additional documents he might have printed or pulled, and he struggles a little to knock properly at the office door.
He's ready to show his work. He's done a thorough job of going through everything, making sure the law was met, and still managing to get the warrants necessary. In some cases, small, unrelated details became relevant for the sake of making it legal, but it was purely legal, and there was not a single line skipped or detail missed. At least he can manage paperwork.
He just hopes there wasn't anything glaringly wrong. )

Van Zieks settles on his end of the desk and begins flipping through the pages, with an intense look of concentration on his face. His brows furrow, only further empathizing the scar between. The wine glass from earlier is empty by now, unsurprisingly.
Sorry Shealtiel, this is going to be an awkwardly long wait...
By the end of it, van Zieks sets the final files down with a loud thud. ]

[ The grave face he's making is not befitting of a compliment at all, but he does mean it. ]

But at the praise, regardless of his expression, he sits upright a little more, almost like a puppy perking its ears. )
R-really? ( He had tried hard, of course, but there's something new about hearing that, compared to angel tasks like killing a demon and coming back failing... )
I mean, thank you! I know it's not usually the way you're supposed to do it, but I worked by focusing on anything in the report that could be classified as some sort of violation or crime, or any other loopholes to allow us to get in...
( He laughs nervously, hoping that's not. A bad thing. )

You are to come by my office tomorrow at 8 so I can assign you your share of cases.
[ Light at the end of the tunnel... someone else with competence in filing these damn things!! Deep inside his dark goth heart, van Zieks is overrun with relief. ]
As for the loophole approach... I would not always advocate for it, but right now we are under a lot of pressure from our superiors to send our forces out there. Making sure that our warrants are airtight, even if only on technicalities, is the greatest courtesy we can give the other factions under the present circumstances.
So please continue to act as you see fit within the letter of the law.
[ Van Zieks wishes he could just reform the department of the Enma in one fell swoop, but reality is hardly ever so convenient. Right now, he needs to toe the line between following his own morals and doing what is expected of him in order to advance his career to further influence. ]

( Shealtiel is well aware that this is not the best way to do law-related things, but. He's also very aware of how stressed van Zieks must be, how the pressure on the faction from even as high as the Enma is real right now, and that this is the only way to make everyone "happy." )
