Why, thank you. Miss Azula, is it?
[When it comes to fellow Lost Souls, he usually try to memorise their names and faces. Who knows when they'll work together, and who might be useful. He does need to know where her skills lie, either way.]
And I'm not busy right now. I'd be delighted to help you with anything, if I'm able to.
[Just a quick, yet simply stated disclaimer right there. He might be able to help, or he wouldn't, depending on what Azula wants.]

[Hope you like extremely strong black tea with nothing in it, Norimune, because that's what you just got. It's at least good quality tea?]
Don't worry, I think I've picked up on most of the important information for myself, but I would be a fool not to avail myself of the wisdom of a ranking officer when it's offered.
[Okay, in fairness, she's not sneering quite as much was usual when she smiles at him there.]
First of all, I've noticed that most of the work assigned to newcomers to the department- while quite vital-
[Even she has trouble saying that convincingly-]
seems... less than challenging. I was hoping you might be a resource for more... substantive work.
[Don't mind her, just an overenthusiastic newcomer eagerly offering to do all the hard work for him.
Norimune had been all professionalism and eagerness on the call, and yet hadn't taken it upon himself to deal with the newcomers. That said competent, cooperative, yet not particularly driven. Time to see if she's read him correctly or not.]

Those are words, alright. It takes a lot to not chuckle, really. Because she's clearly trying her best. Her best at what? Appealing to a senior, quite obviously. But he can't fault her for that, she would get points for being proactive really.
Whether or not she can do the jobs, training and practical experience can easily fix that. Or show them where it's better to apply her skills. And knowing she's going to listen carefully, he's considering his words.]
I understand what you mean, Miss Azula.
[It's almost like he's back in the governmental headquarters, talking with newly manifested swords.]
Other than doing your tasks, being proactive is your best method. I bet others will notice your efforts if they see you working hard and producing results.
[Since she's reaching out to him like this, she's likely smart enough to figure out what to do. Unless she need a direction to focus on?
What really matters is being noticed and recognised. Which can lead to a possible promotion, if that's her goal.]
But I wouldn't mind having your aid, if I happen to need it. I just don't have any work for you at the moment.
[He literally got off his shift. And have no particular plans to start looking into things today.]

Being proactive is a given, but it's almost like he's saying that part out of obligation- or maybe she's just reading it that way.]
Oh, it's no rush, of course- I'm sure I can find enough to keep myself productively occupied for the moment- but do keep me in mind if you need a hand with anything in the future, I'd be more than happy to help.
[She doesn't really have a good, uh, conclusion for that, so she opts to take a sip of her own tea.
Fortunately, she did take time to find a quality tea shop- it may be strong, but it's good, at least.]
