This is a post to facilitate shenanigans regarding the Underground turf war! Feel free to park your toplevels below and tag around!

Summary of what’s going on:
The Underground is the network of subterranean utility / sewer tunnels under the city, previously held by the Kappa tribe. After the April 2022 Event, the Underground has been cleared out by the Department of the Enma and is now mostly unattended.

The Tamamo Clan and Shuten Clan have received orders from their leaders to take over the Underground. Unfortunately, there's two of them and only one Underground, so the two clans are fighting over it. (Tamamo Meeting Log) (Shuten Meeting Log)

The Sutoku Alliance is not willing to fight for the territory, but are intending to work out a deal with whoever wins the turf war to get the kappa back to work. The Department of the Enma is also more interested in investigating the Daitengu’s assassination than the turf war, but that means their Lost Souls can bring popcorn and watch the show. Not at all. Just like I made the choice to come down here, I am also responsible for my own safety.

[ As he stated, he views his own safety as his responsibility and no one else's which is why he doesn't request her aid. Besides, from past interactions he senses that she wouldn't be onboard anyway so when she rejects to aid him despite him never asking he only smiles. It's a patient and polite expression.

And when she hints that her services can be obtained through snacks, a chuckle escapes him. ]

[ Her predatory ways are not unknown to him; she provided him with enough information to turn to resources for further investigation. But again the knowledge he gleaned was limited and he is aware not all of it is applicable to her. However, he has exchanged words with a cannibalistic creature before, so even while Ibaraki may seem tamed by sweets he would remain cautious.

The box of the panda snacks is offered as well as the water despite knowing what truly draws her attention. The question earns her a laugh, naturally, he won't divulge any unnecessary information. There is something he has to ascertain the location of. That is all. ]

Call me curious? I just wanted to see what the Kappas' working conditions are like.

[ Not entirely would be an honest answer but it isn't one he offers. There is still more for him to see and explore, even so, he does believe he has a pretty good idea of where it is he will find what he is searching for. Not something he is willing to reveal to the banana that is obviously a member of the Shuten Clan. However, if she knew he was keeping a secret she shouldn't take offense, it's not like he told the boy he considers a dear friend either. There were just some things best left unsaid.

He smiles, gently, and politely as he has come to learn to do for an audience. It's natural for him and he does it with ease. ]

Yes, I think I have an idea of their situation though there is little to be done.

[Said as blunt and matter of factly as possible. There's oni involved, so what are you gonna do? So long as the strong rule, those under them are going to either pick a side, or be pushed, prodded, and pulled every which way until they break.]

So why bother standing around thinking nothing can be done about it? If it's going to continue you should stand and make your own waves.

[A roll of her eyes, honestly humans were just to frail in both body and spirit sometimes.]

[ Make his own waves? Funny that because that's exactly what he is planning. More than waves a whole tsunami, a flood thereafter, and then her conjecture would turn out to be completely incorrect. Nothing lasts forever, not gods or adepti, not even creatures of myth therefore this battle being waged would inevitably come to an end.

Rather than confirm or deny her suspicion he smiles.

That same polite expression remains as she advises of something he is already engaged in. Best not give the surprise away. The right time would come. That is if he can manage to pull things off. And who knows about that. ]
