This is a post to facilitate shenanigans regarding the Underground turf war! Feel free to park your toplevels below and tag around!
Summary of what’s going on:
The Underground is the network of subterranean utility / sewer tunnels under the city, previously held by the Kappa tribe. After the April 2022 Event, the Underground has been cleared out by the Department of the Enma and is now mostly unattended.
The Tamamo Clan and Shuten Clan have received orders from their leaders to take over the Underground. Unfortunately, there's two of them and only one Underground, so the two clans are fighting over it. (Tamamo Meeting Log) (Shuten Meeting Log)
The Sutoku Alliance is not willing to fight for the territory, but are intending to work out a deal with whoever wins the turf war to get the kappa back to work. The Department of the Enma is also more interested in investigating the Daitengu’s assassination than the turf war, but that means their Lost Souls can bring popcorn and watch the show. [ Fighting one armed in the sewer against Shuten bruisers was not her ideal way of engaging in combat, especially given she couldn't even fully right any of them. She had to lean into her weakness a little, for any of these to work... ]

[ He smirks and flips his coat back as if to draw a weapon. ]
- Is what I'd like to say but I'm pretty banged up myself.
[ He does draw something out, a flask that's most likely filled with alcohol that he opens and takes a sip from. ]
But I can't just leave and make me look bad, so - how about we take a seat over there and just....talk. Oh! Did you know the Enma don't take kindly to when you harbor suspects in a murder?
[ He says already walking over to the wall at the half way mark between them and taking a seat. He meant the kappa if she caught his meaning, half wondering if she cared about those slimey cucumber lovers. ]

[ She had a feeling it wasn't her clan that would do a job like that. She was also glad she could skip the fight part of the situation, letting out a sigh and sheathing her katana again with little flourish. ]
Considering I took the bullet in my shoulder protecting people during the incident at the parade, I guess we both had bad luck playing the hero, huh?

[ Very wrong tree. Even the slowest dullard would put two a d two together and realize the kappa wouldn't be the ones who would kill the Daitengu. ]
Plus, I have a bad habit of poking law enforcement out of fun. I've tried to quit, but it always rears its ugly head.

No offense, but I'm really hoping your side loses here. Something tells me that Toraguma doesn't care if the Kappa remain out of work, if he takes over. I can at least talk to the boss lady and make a case for them.

The Daitengu is dead, prime opportunity for any side, but whoever gets a hold of this is painting a big ass bullseye on their back and the first people that's going to get dragged along is us. And the thought of fighting someone else's fight out of sheer greed, doesn't appeal to me.
[ Though as a hitman, he is often paid to do just that. ]
Look, I know how risky it sounds - but I'm sure you and I both know this....whatever the fuck those two see this place as, isn't worth all this trouble or bloodshed. Especially not when there's a small small chance of changing that.

... Truth is, I don't think either of them think this place is worth a prolonged stalemate... So either one of them is going to stop kidding around and unleash way more force than necessary, or someone can convince them to sit at a negotiation table.

[ Fact is, there's not much appeal to an underground casino or whatever the nasty fetish club Tenkohime had in mind. Especially not when it's in the sewers, filtration system or no. It just wasn't practical. ]
Finding a way to get them to skip all this fighting and get to the table is the problem.
[ He thinks, of all the possible things he could do and say. Lying is...not an option, surprisingly, which means that appealing to reason would be the better option. But Toraguma doesn't seem like the type to listen to reason, even if Tenkohime might. Though she is a fox, and deception is in their nature. "I haven't even taken the first step and the negotiation table logistics is already giving me a headache". ]
