This is a post to facilitate shenanigans regarding the Underground turf war! Feel free to park your toplevels below and tag around!
Summary of what’s going on:
The Underground is the network of subterranean utility / sewer tunnels under the city, previously held by the Kappa tribe. After the April 2022 Event, the Underground has been cleared out by the Department of the Enma and is now mostly unattended.
The Tamamo Clan and Shuten Clan have received orders from their leaders to take over the Underground. Unfortunately, there's two of them and only one Underground, so the two clans are fighting over it. (Tamamo Meeting Log) (Shuten Meeting Log)
The Sutoku Alliance is not willing to fight for the territory, but are intending to work out a deal with whoever wins the turf war to get the kappa back to work. The Department of the Enma is also more interested in investigating the Daitengu’s assassination than the turf war, but that means their Lost Souls can bring popcorn and watch the show. I'm very sure Toraguma and the boss lady hate each other, so you'd have your work cut out for you brokering that deal, buddy...

Seeing as they didn't hesitate to start a war at the first opportunity, I'm gonna bet you're right about that. I guess we'll just have to try and think of something they like more than killing each other.

But the boss lady... She's a hard one to get a read on. Even if you could secure a meeting with her, I'm not sure you'd come away knowing anything substantial...
[ Her obfuscation of her personal truths took a different form than the Tamamo they'd both met in their world, but it was still a familiar situation. Musashi never felt like she was meeting the "real" Tenkohime when they spoke, even if she was knee-shakingly gorgeous. ]

[ the more he can accomplish by proxy, the better. ryouma has a certain track record with powerful, beautiful women, after all... ]
I'm not happy to say so but if anyone has to come out on top in this perhaps it would be best if it was your clan.
[ it pains him to think it, actually, seeing as he knows too many people who could suffer over a loss but he's trying to remain objective. if the sutoku alliance is going to move for a deal, that would take care of that for him. he'd just have to work on the shuten clan, which is a lot more manageable. ]
In the long run, it would probably be easier to convince Toraguma. A matter of setting aside no small amount of pride, I'm sure, but that wouldn't be too impossible.

I just... I know the boss lady is weird, but I'd trust her to make sure the Kappa get a good deal out of this over Toraguma, whom just seems like the type to steamroll over everything. They may be more organized, but Oni are still Oni... his goal is to dominate, and I don't think there's a place for the Kappa in his vision for this place...

[ time has done little for the bitterness that creeps into his voice, knowing very well what it's like to be among the people who get swept aside when someone more powerful wants their way.

And... if you can... make sure Izo is kept busy in a way where no one will end up dead.

[ it might even be fun just to see how they work if there wasn't that nagging bad feeling where he hates taking sides like this. avoiding them entirely is for the best. ]
As for Izō... I'm sure he wouldn't kill anyone unless he was pushed...
[ but his expression says everything he's not, which is that yeah it's not that hard to push izō to that point at all. ]
