Anyway, moreso than laziness is separate agencies becoming siloed and even working against each other. That was true of the Wards in my own Tokyo, and I expect the Department of the Enma isn't much different. They can barely run themselves... they probably wouldn't want to run the entire town, right?
But at the same time, they need to keep the criminal organizations in check. As they say, what the Enma values is strict order.
