[ department of enma members would've gotten a message asking for a meeting at xxx time in one of the many conference rooms in kaigo no bou. ]
ooc. this is a general post to share information with enma members! i made the timeline to 'april' to encompass any events that occur during the month. i'm sort of setting the timeline here as post-assassination, but feel free to make toplevels with timelines as you see fit.
there's a section in this log with the title 'handwave'. it's just what it says on the tin: if you don't have time/just feel like the info doesn't necessitate a thread for whatever reason, you can put a summary in there so people can assume, icly, that this is general knowledge for characters in the department; players can just approach you for plotting after.
if you haven't seen it yet eski made a comprehensive post here compiling the questions/info during the current event. could be helpful for supplementing whatever knowledge/conclusions your character will draw from information they have.
also, while the meeting is a general meeting, you don't have to participate here if you don't want to/if it's not IC for your chara, feel free to set up things your way if it makes sense for your play style.

HANDWAVED
DIMITRI
- there are workers still trapped underground following the incident. steam is making it impossible to investigate for anyone. the kappa tribe workers want to rescue them but they're being kept away by security forces until it's safe to go back.
- assassination attempts are uncommon but not unheard of. nothing of this scale has happened before in their memory.
- steam explosion was designed to circumnavigate one of the White Wolf Guard's strengths: their keen senses. Being unable to see or hear, they were far more easily caught off guard by whoever planned this.
- the kappa are afraid that no-one will protect them and they fear an Enma-led crackdown on their tribe, now that the Daitengu is dead.
- the white wolf guard are staying with the daitengu's body and will stay with it to make sure it is respected in death. they are not cooperating with anyone outside of the alliance. (mods said there may be a formal investigation later on.)
here's my questions thread
SOMA
- All the Kappa that he has found and interrogated have said the same things:
1. They have no idea what is going on
2. They believed they were building a generator
3. They have no idea who the black-clad youkai are
Lalli
- the parts of town he searched for possible hideouts + the results of those searches (mostly 'potential hiding spots' since he's not going inside any of the buildings)
- areas of concern as far as shady youkai activity goes (potentially problematic spots where fights might happen)
Then he will promptly crawl under a table and nap for the rest of the meeting.
OTA
How is everyone faring? [ there's a slight pause here as he rummages for his notebook from his pocket; he can probably put this on his notes app in his phone, but dimitri is very much an analogue guy. ] Since the marching orders have been sent out, finding the Kappa that have dispersed have been a challenge. So far the reaction has been predictable: they have been hiding from security forces, well aware of how this looks against them. I suspect that Alliance members are likely to be more prone to harbouring them from us, which I suppose is no surprise.
I invite everyone to share what they've learned since then, along with theories that they might have regarding the incident. I certainly have a few of my own. It could be helpful to talk about it, if only to put things into perspective.

While I don't have any particular theories to share, I did manage to learn something from my chat with the Kappa in our custody.
[Yes, "chat"...
He tap his folded fan to his chin, as he recall the words.]
One of them mentioned their upper management negotiated the contract for the build. As well as seeing their manager heading towards the site on the day. His name's Kawakuro.
What's more interesting, in my opinion, is that none of them ever saw him leave.

[ considering how so many of the kappa claimed - or wanted to claim - that they weren't part of the incident, dimitri has a general idea that he means a lot more than just 'chatting'. he personally doesn't like the idea of it, but that isn't his call to make. more than that, this is a rather useful lead. ]
... it does raise a lot more questions than answers. Unfortunately we are still not able to investigate the underground for safety reasons.
But if the manager hadn't left since the work site on the day of the festival ... then we might have to prepare for the possibility that Kawakuro is gone, or has been killed. [ he frowns, deep in thought. ] Why Kawakuro would endanger those working under them who have no actual political power or physical might is a strange to me. But perhaps that's my naivete speaking.
[ he looks at norimune. ] Is that kappa still in custody? The one you've had a nice chat with.

Once it's safe enough, we'd have to go in and check. Preferably as soon as possible.
[Who knows how "fresh" the evidence will be left. Assuming they don't get removed or destroyed by then.]
Why? I can only make a few guesses. The average worker would simply do their job without question, and likely have faith in their superiors' choices. Or feel they don't wish to meddle in the political games, despite being pawns. If you're aware of your workers' mindsets, you'll naturally take advantage of it.
[The most pragmatic take here, which he haven't outright state, is the possibility of the kappa workers being sacrificed.

... Perhaps another chat would help. This time, to figure out relations within the alliance - and outside of it.
If the kappa were truly only players in this game, then there would be others interested in using them for their own advantage, as you've said. This would probably not be visible with someone who is already a part of the Alliance; a more objective look from someone outside of it - whether it be us, or any of the other lost souls - would be beneficial.
On top of that, there is the issue of succession. [ dimitri pauses. ] There is an Alliance of a similar nature, back in my world; instead of swearing fealty to a King, like it is done in the Holy Kingdom of Faerghus, where I hail from, each lord swears reciprocal oaths to each other while being led by a prominent house - which inspires conflict amongst the other lords who want to be able to lead it instead, for their own reasons.
I view the Sutoku in a similar fashion. Not having a true leader, any one from the tribes they have can step forward in its place. [ he frowns, thinking of house riegan and the politics of the roundtable. ] Hopefully it is an internal conflict; it will resolve itself accordingly if that were the case. The greater worry is to ensure that whoever replaces the Daitengu will be amenable to order, and cooperative towards our Department to restore peace by not dragging the city into this kind of petty warfare ever again.
[ and this is really what upsets dimitri the most: ] Things could've gotten worse. Way worse, with the number of people there. A great number of attendees could've been hurt. That is unacceptable.

Do be careful while you're questioning them. I imagine they're tired of all the questionings they get, even with breaks. If he doesn't give any more answers, that's that. And once we expand our investigations, the parties who might be involved may notice.
[Honestly, he's not surprised if they're being watched in public. Inside the Kaigo no Bou? He wonders...
As for the succession...]
Personally, I'd also suggest watching the Sutoku as well. Whether any of the tribes are responsible or not, we should rule out or confirm the possibilities... Until we find the ones responsible for this entire mess.
[As much as he like watching chaos, the chance of harming the citizens is incredibly distasteful for him.]

The Sutoku are likely feeling the loss. Who benefits from the Daitengu's death, and how, is yet to be seen.
I trust that the Enma cares in maintaining the order of this city and therefore would not make any moves in being careless about his department losing ground when the inevitable chance makes itself known, following the loss of a leader.
For now, let us focus on finding information on the upper management of the Kappa - and Kawakuro, especially. [ he sighs in frustration. ] I do not like waiting.

[All the plots and actions can only work if they happen at the right time. Or fortunate enough to act first. Who make the first move, who would slip up first, anything can happen between all these factions.]
Until we can investigate the underground, the Kappa's upper management is our current angle at the moment.

I have some thoughts, but I have no proof for them. Just merely my own thoughts. [Don't commit to his ideas, when the answer might be something else. Keep an open mind.] I wouldn't be surprised if he outlived his usefulness.
