Tanabata is on the horizon, and the city seems to be recovering well from last month. But there's work to be done, and it's time to get to it...
1. SHUTEN CLAN - THE HOUSE ALWAYS WINS
With construction wrapping up, the new Shuten Clan casino will be opening soon. The casino has a number of new staff positions opening. It is a golden opportunity for anyone looking for a cash rich position. The money promised upon assignment to the underground casino is bound to be life-changing. Given the potentials in clientele, Toraguma is expecting the very best. Shutens are to report to the above ground Celestial Phoenix casino for their training.
They will be taught all the traditional casino fare, both Japanese and abroad. This includes being taught how to cheat at these games as well. For example:That's not all the Shutens will be learning. The clan needs skilled bouncers as well: people who can handle rowdy customers or haughty celestials. The more tenured Shutens will take up the roles of rude customers and challenge the trainees in how to handle them.
- Blackjack dealers will learn card count, and how to catch others doing the same.
- Roulette attendants will learn both how and when to discreetly adjust the wheel.
- Craps and Cee-lo dealers will learn how to feel for loaded dice and how to switch in the house's dice without notice.
- Cee-lo dealers are also taught a specific way to line the dice tray to cause more lost throws.
- Cho-Han dealers will learn how to distract players as they adjust the dice.
While not everyone will receive employment in the casino, they are all expected to participate in training. Shuten officers are expected to guide and oversee their juniors.
2. TAMAMO CLAN - CHARM SCHOOL
The Tamamo Clan also has preparations to make in anticipation of the underground's opening. The clan is opening their own brothel and cabaret, as well as providing food and drink services to the new Shuten casino.
All Tamamo Clan members must report for training at Mizukume. The lesson of the day is to use one's charisma to secure a huge payout. For example:Each role comes with its own set of pressures, but also the promise of great reward. Everyone is going to get rich, if everyone plays their part well.
- Hosts and hostesses will learn the art of schmoozing away clients' money.
- Performers will learn more provocative means of soliciting large tips.
- Oiran are taught the erotic arts; the perfect balance to both please a client, and how to leave them begging (and paying) for more. There's no technique Tenkohime finds too shameful. Money is power, and power is freedom.
- Food service workers are provided master classes in mixology, plating, and how to serve high-profile clients without breaking a sweat.
Tenured Tamamo are asked to roleplay as clients for the benefit of those Lost Souls new to the work. While not everyone will be selected to work in the Underground, everyone is expected to train for it.
3. SUTOKU ALLIANCE - BLACK MARKETS AND BACK ALLEYS
After months of meetings, it's finally time for some real action. Sutoku Lieutenant Ryouma Sakamoto has made some pretty big commitments on the Alliance's behalf. His temerity comes from his earnest belief in the other Sutoku Lost Souls! No pressure, though!
To succeed, the Alliance must determine who is behind the current black market operation. Ryouma is relying on the Alliance's extensive information network and the hard work of the Lost Souls to make it happen.
This is the work that Ryouma mentioned when he welcomed the new arrivals recently.
This assignment is all about what you know. The Sutoku need to learn more about the competition, through any means necessary. The Alliance wants to know everything about what goods are moving around the city and who is moving it. Time to follow the money. You might even discover an unfulfilled niche in the market through your investigations.
The current influx of Stardust in the city is a great opportunity to investigate the existing dealers and supply lines. The Alliance is gathering Stardust just like everyone else, but it is becoming increasingly scarce as the factions vie for it. The value of this commodity is shooting up every day. Take some cash or other compelling bartering tools with you to grease the palms of a few shady dealers. Try to convince them to be more honest about their supply lines, beyond just the sparkly stuff. Stick the landing, and you might just be closing in on the heart of those shipping loopholes.
This is no easy undertaking. Creativity and tenacity will determine just how far you can go. Be careful not to be too obvious, the threat of unwanted attention will cause your sources to clam up.
4. DEPARTMENT OF THE ENMA - CRACK DOWNS
The Stardust's street presence has shifted naturally over the past few weeks: from an easy resource to simply scoop up in garbage bags overnight to a hot commodity. The street value of the material has increased considerably, and that means that the unaffiliated street gangs are greedy to get in on the action.
Enma officers are called upon to round up any black market dealers of Stardust and confiscate as much of their supply as they can find. This might just bring them into some direct conflict with the Sutoku Alliance members hoping to connect with market insiders. That's just how things boil out sometimes, though.
It is more important to the Department to get Stardust out of the hands of the black marketeers… and into their own lockers.
Officers are given permission to use any amount of force against individual actors, and members of the Law and Records Department are expected to draft up warrants (no matter how doctored) to obtain access to buildings they otherwise would never be allowed into; even Mizukume and the Arena. The Department's orders are clear: if it's not an approved market, shut it down.
This is in the name of maintaining Order, so get out there. Move at least in pairs, or you're likely to meet some serious resistance, and keep an eye out for the newbies.
5. ALL FACTIONS - LUNAR RABBIT RETURNS
It isn't just the factions, dealers, and petty gangs who are interested in the Stardust now that it's a premium item.
A familiar face has resurfaced: the mysterious gyokuto medicine woman and her army of white rabbits. While her little kin have managed to gather a healthy amount of Stardust for her "research", she still needs more. She is willing to pay a huge premium to those who retrieve more materials for her.
She understands that this will require you to either pilfer from one of the factions, or potentially someone even more dangerous. She will be providing samples of one of her drugs, which can grant temporary invisibility in moonlight. Use it for whatever hijinks you want, but she really would prefer if you brought her the goods in the end.
If invisibility doesn't cut if for you, she can provide another sample that provides 10 times your normal strength. While you can KO anyone who gets in your way, it wears off within 5 to 10 seconds. She is very clear that you should not take more than 3 doses of this, or you will very possibly die. Probably. Maybe? It will be unpleasant. So use it only when you need to.
The reward for getting her some Stardust, depending on the amount, can easily pay all a character's expenses for a month, if not longer. The temptation is great, but do you trust this strange rabbit woman?

[Oh, Shoto sure is putting his hand on his brow to touch and Izuku's eyes go wider with some gentle shock. Now Shoto is closer and usually this wouldn't be a big deal at all but when he's dressed up like this- pretty-]

[A nod of his head agrees that Izuku should tell him and the slow exhale of icy breath heralds Shoto raising his hand to offer his right palm upward with a small, quarter size ice ball in his hand.]
Here, suck on this. It will help you cool down and tell me if I'm too cold for you.
[Traps or not, Izuku is priority. The health of the team is important.]

I was just thinking that you look nice dressed like that, Todoroki-kun! That's all! I'm really fine!!
[... Except that ice is melting in his hand now for how flustered and embarrassed he is. He's going to shove the ice in his mouth now........]

You think I look nice? Why do you look embarrassed? You mean it as a compliment. I misunderstood. You don't have to be embarrassed because I misunderstood.
[He can't entirely understand but...]

[It's the least he can do as he helps Deku down the hall, trying to think where there might or might not be good hiding spots for traps or for drugs in the building. Even though he's been silent, Shoto turns to him out of nowhere to say:]

[He might be a little relieved that Shoto doesn't entirely get it. His compliment is the truth because he can't help but say it but he's not very good at delivering it in the first place. It's better to say why he's actually looking red in the face rather than stop their mission to find these traps and the contraband, though.
He follows with the other, arms linked together as he tries to distract himself from also looking for anything out of place. For any strange vents or suspicious-looking doors or cracked in the walls. Anything out of the ordinary.]
Eh- [He glances at his friend. He still has the ice in his mouth so his talking is a little muffled.] Thanks, Tokoyami-kun helped me pick out the suit but I still can't get my tie right... It should be okay? I don't think anyone's looking at my clothes that closely. If anyone's going to look it's going to be at your outfit, Todoroki-kun. You really look like a natural...

Going he gets. With the same practiced eyes, mismatched or not, Shoto continues to look around, taking him down the hallway he came up. Muffled doesn't bother him either, he packed that ice to last just in case.]
Tokoyami did a good job.
[The suit looks good on him, it's fitted to the point where Shoto's eyes can see it wasn't fitted specifically but well enough and he muses about taking him to have that suit fitted properly. ...until he hears he's a natural?]
I can tie your tie for you, but I think it's fine.
[Calling down an elevator, Shoto waits with Izuku's arm in his arm. He looks down at his outfit, turning his knee inward to look easier on at the boots and then back at his friend. Then back maybe at the skirt? Then back at his friend.]

[The elevator is coming so he quickly mutters,]

[Ding! The elevator doors open up and he's thankful for that! Time to gently tug Shoto into the elevator and hope that he doesn't question the compliment too much!! But he can't really keep the comment to himself.]

With the elevator opening and Izuku pulling him into the elevator, Shoto is quiet. He's doing that thing where the cogs turn and the rust comes off. His stunted few steps onto the elevator and the doors closing behind him just find him more or less half arm linked and looking at Izuku.
Stepping forward again and gently taking Izuku's chin in his hand, he tilts his head up to look into Izuku's eyes. He's studying them, gorgeous mismatch trying to find something in the deep pools of green. Shoto is close, features unreadable as the hand on the chin turns into a palm on the bottom of Izuku's jaw, holding him there.]
I thought you had to have twenty twenty vision to get into UA?
[Can you actually tell if your friend is half blind by looking into their face? He's trying.]

In the quiet rumbling of the elevator going Izuku is caught there looking up at Shoto's sharp mismatched eyes. No thoughts or not Izuku can see him thinking about what Izuku just said and he gulps softly. So close...]
I'm not blind, Todoroki-kun... Besides, Iida-kun wears glasses...
[He's not taking back his compliment, either.]

Shoto's fingers fix a few stray hairs that seem to have gone awry from the usual mess and lets him go when the elevator dings to the top floor.]
He has twenty twenty vision when he wears his glasses.
[Not wrong and Shoto takes the compliment as is, but he's unconvinced. Maybe one day he will accept people find him attractive, but to himself he's a burn victim with tragic baggage.
When the door opens, Shoto takes hold of Izuku's shoulder and stops him.]
You're a good person, Midoriya.
[That's all he has to say before exiting the lift and walking up the hall toward the roof, that may be a good spot for any traps and really, where else is someone going to maybe hide some of this ridiculous crap? Roof first.]

[And Shoto is already moving on but it leaves Izuku standing there with a curious little look on his face. He almost feels like he should say more- maybe push home the fact that he doesn't think Shoto looks bad? Ever? But then they're heading for the roof.]
The roof is a good idea, there's little to no traffic up here so it would be a good place to hide contraband...
[Izuku settles back into investigation mode. The mission at hand. He pushes the door open to the roof where there is a collection of old boxes and storage to look through.]

[Kneeling down, Shoto sets his right hand to the floor sending out small spiderwebs of his ice to see where it crawls in front of him and to what surface it catches.]
If anything, there'll be tripwires, or something hidden. A crack in the floor or the wall that might be capable of hiding something. Watch your footing so you don't slip.

With the task at hand Izuku furrows his eyebrows with some seriousness. A lot of this work is like something they would help with as heroes too so it sparks a bit of natural curiosity in Izuku. He kneels carefully to watch Shoto work and not make a mess of things.]
I wouldn't doubt that everything will be well hidden or protected so we should be as careful as we can. [He nods, glad for Shoto's initiative and clever work.] Todoroki-kun, if we find any of the stardust what do you think we should do with it??
[There is a serious question behind that. Since they're in different clans and both clans want something different out of the strange happy drug...]

You take it back with you if you think they'll get rid of it. If not, we dump it somewhere that destroys it. However, I think it would be better if you take it anywhere away from here.
[Shoto reaches out his hand to one of the screws on the vent and freezes it over, the other three as well.]

[But just as Izuku is about to explain there seems to be a strange rattling noise coming from inside of the vent. Izuku freezes for a moment with his eyebrows furrowing...]

His eyes tick to the vent and he knows better than to just stick his hand in there, but he also knows one of them has to look.
Flame hand it is. Which he lifts and the telltale heat from it produces a weak btu present flame for him to stick his hand into the vent with. If it's an animal it will at least know that Fire No Bueno.]

[The scratching and rattling gets worse. Almost to the point where it really does sound like something is rolling around inside of the vent. That can't be good so Izuku takes a step forward to try and peer into the vent just in case something has gotten stuck in here. Is this going to become an animal rescue? Shoto's flame helps light up the entrance of the vent slightly but he still can't see what's down there...
Scratch scratch.]
Eh-?! Wait-!?
[Scratch scratch! Rattle! Tmp tmp tmp tmp!!
Whoosh! And suddenly a round fluffy thing comes barreling out of the vent so fast it leaps at both of the boys and Izuku yelps indignantly! He throws his arms up to shield his face! It squeaks loudly and comes tumbling down onto Shoto's shoulder-!!]
Todoroki-kun?!
[Wait- What is that sparkle he sees smeared on the creatures face? Is that? Sparkling powder?!]
It's gotten into the stardust?!
[The raccoon-thing is on drugs!!!]
