[Kazuma is out in the area for a similar reason--though his techniques are less sneaking around and more directly asking the locals for information, which hasn't gotten him very far considering most people assume he's a cop. He's already encountered a few unsavory sorts who think he's an easy mark for asking dangerous questions.
He isn't, of course, but he supposes he can't fault them for trying. (Of course he can.)
At first, when he spots Kim, it's not for the man being familiar--it's that he seems to be loitering beneath a convenient window rather than do his job. It's not until he gets a little closer, trying to figure out what he's actually doing, that Kazuma recognizes him as the guy who'd been trying valiantly to bleach his car, and the situation becomes clear--Kim is eavesdropping.
So they may have similar goals, then, and can perhaps share their information. That Kazuma knows Kim isn't Shuten isn't much consequence--he might be committed to working with his faction, but he doesn't feel much personal loyalty to them. He doesn't care about fraternizing with the enemy.
It's probably some degree of rude to interrupt someone trying to lurk, but discretion is for other people.]
