A man I know was yakuza before the Enma assigned him, but most of the actual law enforcement I know were picked up by other clans. [Also still in question: why the hell he was picked up by the Shuten clan rather than... anywhere else. But he's trying not to let sticking out like a sore thumb get to him too badly.] It's anyone's guess as to how people are selected.
