The thought of there being a named being connected to the haniwa, similar to the plaguebearing entity Artemy described, acting out of some misplaced, detached benevolence rather than a more understandable malice... For the first time, Minakami really wonders about the bigger picture in this world, outside of the factional disputes that, for the moment, seem small.
"I... think I understand your perspective, now." He rests his eyes on 'Kawako', though not with the same focused intent Tamamori has been. "If it's a matter of experience in the supernatural, it would be safer to give them to the Department, but... perhaps they wouldn't approach them with this understanding."
